Win 10 x64
12GBs RAM
1TD + 250 GB SSD

The CPU fan works on full speed while on BIOS but when on windows or gaming laptop heats too much and the CPU gets underclocked to 1.59 GHz and when closed gets boosted to 3.39 GHz. Looks like thermal throttling but why fan is not on full speed when heated? Temp is around 90'C of CPU and 83'C for GPU. is there any software to control the fan speed as I could not find in BIOS?

You can try to install ACER nitrosense using the suggestions posted in this thread. Some have reported success, some not. You can also try speedfan freeware if the nitrosense refuses to install on your particular model. Jack E/NJ

Then about the only option remaining is to take the higher risk of bricking the machine by trying to go back to the  earlier BIOS version.

As long as throttling doesn't happen, doesn't matter what temperature the software seems to be showing. The hardware protects itself and will throttle when needed. If throttling is happening, then the pasting needs to be re-done again.

    after doing twice?

Sure. Liberally smear the paste on, screw the heat sink down till it oozes out, then clean up the oozes. I've finger-molded thin patties of gray electrician's clay putty and used it instead with good results. Putty is not as fluid and doesn't dry out/crack as fast as the tube pastes. Makes good thermal contact between the heatsink and cpu.

Sure. But you'd have to contact a local authorized ACER  repair center. Should not cost too much.

Who have you called many times? What repair center? What was their response? If it's not under warranty, then it won't be free. You've said that you've already done it twice. Do it again with heavier application of Kryonaut or ArcticMX4 between the heatsink and cpu/gpu. Then clean up the over flow that squeezes out when you tighten the thermal module screws. Should be fine.

     Before trying to paste
    (1) Please describe the throttling behavior these temperatures are causing?
    (2) What applications are displaying the throttling behavior you are describing?

I LITERALLY HAVE THE EXACT SAME PROBLEM AS THE GUY WHO MADE THIS POST. Fans are at its max in bios, but in windows its goes to below half of it. At gaming it might go down even more, making my cpu go down to 0.2 ghz which is slow eve for 1980's computers too lol
