Acer Helios 300 help request. FPS performance cut down after official repair from manufacturer

I'll try to keep this short.

I have a 2019 Acer Helios 300, i7-9750h and GTX 1660ti.

Unfortunately I don't have much time to actually play games, but lately I have been playing Need for Speed Heat. With the settings I chose I used to get about 57-58 fps.

I then sent the laptop to Acer itself due to issue with the webcam (which wasn't detected) and the Turbo button (which wasn't overclocking as supposed to, in other words I pressed it and nothing happened).

The repair guy wrote me he updated the BIOS and changed and reconnected some cables. He didn't even reset the laptop, in fact all my files and settings were exactly as I left them before the repair.

Today I played again with the same game for the first time after the repair, same graphics settings, same speeds of the CPU and GPU fans, same GPU overclocking to the extreme preset, and yet the game stuttered as hell.

I watched in horror my fps count hovering just above the 45 fps threshold with dips to 31-33 fps.

What the hell happened! Can you help me figure it out? Do you think it's a hardware or a software related issue?
