Did you try to update BIOS firmware?

Memory speed is limited to what the chipset supports, not by the memory itself. The Aspire XC-705 supports DDR3 1.5V 1066/1333/1600 memory, so you won't get a speed boost from anything faster than 1600. In addition the system doesn't support overclocking memory, so again no speed increase for buying faster. Return the memory and buy a pair of normal 1600 8GB UDIMMs and you'll be at your fastest speed. Note that if you are still running on a HDD upgrading to a SSD will give much more speed than a memory upgrade.
