The power power supply is not warm.  When using  another lower voltage acer AC adapter lower by .5 volts it resets it  or makes it power off.  Reset the battery and still  no luck as well

Firstly, you will have to disassemble your bottom cover of your Aspire 7 A717-72G, then check your batteries power volts (use a volt/amp meter) and see what type of battery you have (as there are two) the first is the 3220mAh/48Wh at 15.2V or if it’s the 3090mAh/46Wh that is at 17.2V and the charger output if its output is at 19.5v and 9.23A. Also check if the battery is charging and functioning properly or if its plug is making contact with the chargers female plug at the laptop side also? Also check the DC jack/cable and plugs at both ends and especially at the motherboard plug end (see captions below)? As all these parts have an effect on your charging and the functionality of your Aspire 7 A717-72G especially to charge the battery and when plugged into the mains.

Check the external laptop charger male plug 1st pic (top left) and the charger female plug at 1st pic (bottom right) and in the 2nd pic of the battery plug to the mainboard, the red/black wired plug if its connected properly and working.

Check the above female plug from charger if its making 100% contact with male plug at laptop side.
