This is really not a question, but merely the answer to an old archived forum post from July 2015: 
"Laptop Packard Bell Easynote ENTG71BM. How can I re-configure F1-F12 keys in it?" by Igor-Smet.

The latest BIOS v1.10 on Packard Bell sites for this model do NOT have an option to enable function keys as default.

Answer:
The Packard Bell EasyNote ENTG71BM is actually a rebranded Acer Aspire ES1-512.
Both the PB and the Acer laptop have the same BIOS model name: EA53_BM
Acer has a newer BIOS v1.15 that has the option to re-configure the function keys for download.
