power issues N50-600

On my N50-600 When using the start menu to shut down it doesn't fully shut down the computer. The case lights remain on as do the usb keyboard and mouse. I have to shut it down using the power button and when I do that it usually won't restart. I can hit the power button repeatedly but nothing happens.. then half an hour or so later I look and the computer is up and running. I have disabled the fast start up and hibernate / sleep functions and that doesn't help.
Also I can't get into the bios, when I try my monitor just displays "input not supported" I am thinking the monitor's native resolution is too high for the bios screen to display. Any way to "force" it to display the bios screen? I am trying to look at the fans in BIOS because I added a system fan but it doesn't run and I know it works.

    Have you tried customizing what the power button do in the additional power settings in the control panel?

    Acer laptops come with one USB port that allows to supply power when laptop is turned off too, like for charging phone when on the go. Open Acer Quick Access and disable power off usb charging. Or if you want the feature, change your keyboard/mouse to another port(s).
