Helios 500 PH517-51 FPS Drops

I7-8750H

I also have 2 extra monitors that I use: an LG 23EN43 and a Samsung S27F350 (which is my primary gaming monitor)

For the past couple of months I've been having big FPS drops randomly occur - this is mostly when gaming (WoW, M&B II, Hades, etc.), though I do think I've noticed it happen during normal browser use. At first I thought it was a lag issue, but that didn't make sense due to it happening in games that weren't online. Regardless, I used an ethernet cord to reduce this risk, and have speed tested multiple times and it does not seem to be the problem.
I've Also read and followed the instructions in Skelomorphs' pinned post,the only exception being BIOS update because from whatI can tell it's already fully updated ( newest and my bios version both being 1.16).
I have many of my games installed on an external hard drive, so I moved WoW to my internal HDD to see if that helped, to no avail. Following Blizzard's FPS Drop suggestions (https://us.battle.net/support/en/article/18542 ) also didn't do anything to help. I also went into the NVIDIA Control Panel, changed 3d Settings to Maximum Performance, as well as changing PhysX settings to the GTX 1070. In WoW I also changed advanced settings to force the GTX 1070 to be used.
Tracking the CPU/Memory/GPU usage on both Predator Sense and Task Manager has been a bit inconsistent numerically. Task Manager tends to show my GPU being used at about 5% or less, after forcing it it's gone up to 35%. Memory used shows between 40-60% ( /16gb ram), and CPU going from anywhere between 50-100% depending what I'm doing. FPS drops do NOT corrolate to any spikes in any of these from what I have been able to tell.
Predator Sense, conversely shows CPU to be sitting around 35-50% as I play, and GPU at around 65-70%. These % are generally a LOT more stable compared to Task Manager,which definitely fluctuates more. I know this is to be expected visually as the update timelines for them are very different, but it's still noticeable differences.
I've been running WoW and both to keep comparisons, and currently they're both matching GPU % of about 85%, which is the highest I've ever seen it go - and I'm doing nothing sitting in town. It didn't go this high during raids with a lot of stuff going on. CPU on PS is still only 35% but TM shows it about 70%.

I've tried graphic settings through the whole range from ultra low to ultra high graphics, and there's no significant of a FPS difference between them when uncapped, but even capped at 60 I still get FPS drops about the same amount. The Drops go down to about 10-15 fps, per the game tracker, but inreality my game kind of just freezes for a couple of seconds. As an avid Raider and Dungeon player, this is a massive problem for me.
I've ordered 2x8gb sticks of ram and a replacement SSD for my 2.5" Hard disk, as well as a M2 SSD for my second slot, and I'm hoping transferring games to one of those will help speed things up, and the RAM will help because I've dabbled a bit in streaming lately - I have also not noticed a big shift in fps drops when I do this.

Any help with this will be greatly appreciated!

    Monitor your usage percentages through something like msi afterburner so that you can see any fluctuation real time. Is your boot drive really full?(for good performance you need 25% free)

    My boot drive is my SSd and I've still got about 33% space on it, so should be good on that front.
    If it matters any, my internal HDD has more than 50% free space, and my external has approx. 35% space - not sure if those are important too.

    I was using Predator Sense and Task Manager to watch for fluctuations rela time, but I've download MSI Afterburner and will give that a shot see how it goes. I set it to log the results (I think) so, if that works I might have something to share. I raid tonight, so I'll log it before, during and after the raid as a good benchmark to see how it goes.

    Ok also run something like heaven benchmark to see if it lags there too.
