Small electrical leakage when charging Acer Swift 3 sf314-56g

When using the laptop while charging, if I touch the laptop at its edge or corner, I'll feel a small zap. Is this normal?

Also if I use my usb keyboard when charging, the repeat rate of the usb keyboard will be very slow and it'll randomly repeat a keystroke. All of this will end if I use battery. So is this a normal thing or is something wrong with my laptop or the charger? It's the first time I own a metal case laptop.

    Sorry for not provided these info. I'm using Acer Swift 3 sf314-56g, it's on Window 10. And I'm using the stock charger.

    OK, there is nothing that connects the power system with the case, though there are some grounding straps to minimize EFI. It might be a static buildup situation, what kind of surface is it resting on, does moving it to a different location change the behavior? As far as the keyboard issues is concerned, I'm guessing power options are stepping in, perhaps they are corrupted. Go into Power & Sleep Settings; Additional Power Settings; Change Plan Settings; Change Advanced Power Settings and look for anything that might throttle the processor when running on AC. Look also in Task Manager under the Performance tab and see what changes when you plug in power. On my system the CPU frequency drops when I unplug power, yours may be doing the opposite.
