Laptop fails to get past the ACER screen unable to access the BIOS.

This all started with WINDOWS 10 running slower and slower until the blue screen was displayed saying that the WIndows needed to repair iself. 
After going back to basics entering the keyboard and attempting the repair Windows decided it couldn't repair itself.
I then tried to restore WINdows using a USB stick. Howeve, even this seems to have failed.
Now looking at forums I Have unplugged the laptop. used a paperclip to drain the power and reset it. Waited in excessof 30 minutes and then powered it on. 
and all I get is the ACER screen...
There appears to be nothng in any forum to explain what - if anything can be done next. The laptop is at most 4 years old sother eis no way it should be at the end of its life.

    Do this again but hold the paperclip for about 60 seconds. Then plug the laptop back in but don't try to turn it back on until the battery charge LED turns from solid orange to solid blue. This may take up to 8 hours. Only then turn the laptop back on and IMMEDIATELY press and hold the ALT key while tapping the F10 key. A recovery screen should appear to allow you to reset the laptop to a factory fresh state or refresh it while trying to save your personal files. If the recovery screen fails to appear, press and hold the power button for about 5 seconds till the laptop shuts off. Then turn it back on and IMMEDIATELY start tapping the F2 key to enter the BIOS menu. Check both the BIOS INFORMATION and BOOT tabs for the presence of a hard drive. Jack E/NJ
