Can you OC the GPU to get better external monitor performance?

Hi,

Im considering getting a monitor for my laptop as im mostly stationary/desktop user.
But im worried i wont get good overall performance if i used a monitor as there mostly intended for desktop gpu's.

Q1) Can you overclock the gpu so you get good fps ( 80 fps) and 1080p output on a 24 inch acer monitor? Im thinking the mobile gpu will struggle to output as good of image and fps as the built in display( 60hz).

Q2) If yes, what increases can you expect? Currently my gpu is 100% utilisation and only 70 C and is rated to go upto 85C so I should be able to OC another 15 C right?

My specs for AN515 55 78df

i7 10750 H
16 gb dual channel 2993 mhz ( i think thats right)
mobile gtx 1650 ti

Also ive done a thermal repaste with kryo, got a good cooler, clean fans( laptop only 2 months old), Underclock to 3.6 cpu with undervolt -110. So i get just under 80C cpu on demanding games and 70C gpu (100% utilisation).

checking my latest windows update version is 1909.
I checked my bios and is says in command prompt its V1.00.

Whats your advice/awnsers?
