A515-43-R19L Will Not Charge

I have read through numerous posts of similar issues however all steps recommended have failed.  I have an Aspire 5 A515-43-R19L which is just over a year old and just out of warranty.  The issue is when ever the AC adapter is plugged in, the battery will start to charge for about 20 seconds, then it will beep, followed by the blue and orange lights flashing.  The battery will start to drain even though it is still plugged in.

I have done the following:
  1. Battery Reset button
  2. Removed battery and was able to use it plugged into the AC adapter.
  3. Uninstalled battery drivers
  4. Updated Windows
  5. Tried a brand new AC adapter
  6. Bought a new battery and installed it
  7. Tried charging while computer was turned off
All the above result in the same issue, the blue and orange lights flashing and the battery not charging.  I am looking for any advice on how to proceed.  I paid just under $300 for this and don't want to keep investing in possible repairs for it to not work.  Everything else with the computer works fine.

Appreciate any feedback or help.

    (1) Did this happen suddenly for no apparent reason?
    (2) If yes, about how long ago?
    (3) Go to the elevated command prompt.  Enter 'powercfg /batteryreport'. Then return to the desktop. Open file explorer. Then search for' battery-report.html' in the c:\windows\system32\ sub-folder. Double-click to open it in the browser. Post screenshot of the first part of the report if possible that compares design full charge capacity with its remaining full charge capacity.

    Thanks for the response Jack.

    When the AC adapter is attached and the battery is connected, it quickly drained the battery from 60% to like 30% in less than half an hour shortly followed by critical low battery warning.  When I unhook the battery and keep the AC adapter going the computer is fine and the computer power jack receiver appears to be working.  Would putting a new computer side power jack receiver in possibly fix it or do you think that isn't the issue since it runs with no battery fine.

    1. It's my wife's computer and she said it happened for no reason.  Nothing in her day to day activity changed and it was not dropped or anything.
    2. It happened about two weeks ago she noticed it having the charging plug issue with the battery just draining. I started trouble shooting it for the last week or so.
    3. I am attaching the old battery report and the new battery for comparison as I was not sure which you would want for reference.  I get the same issue with both batteries.

    Other than the battery report name, the old battery makes more sense than the new one. When you uninstalled the battery drivers, did you uninstall ALL the drivers listed in DeviceMgr batteries folder and do a cold boot without trying to reinstall anything? Jack E/NJ

    Yes I uninstalled all battery drivers. Windows is fully updated. I also just upgraded the BIOS and even after that it’s the same issue. Sometimes it will stay “plugged in” for several minutes before it starts flashing however while plugged in it is not charging at all.

    Open ControlPanel. Search 'restore point'. Click 'create a restore point'. If SystemProtection is turned on, click the SystemRestore button. Click  next. Do you see an auto restore point with a date stamp about when this happened? Jack E/NJ

    Thanks for the help, unfortunately it appears that System Restore is not on.  It doesn't give me an option to create or turn on either.

    Arguably the best way to rule in or rule out a hardware issue is a full erase everything ALT+F10 cold boot factory reset. Pretty drastic. Meaning you'd have to back up all your most important personal files. Your decision. What do you think that you want to do? Jack E/NJ
