My cpu jumps to 96+ C even when doing light tasks. Is this normal?

For example, when opening google chrome, cpu utilization spikes up to 100% for the next 3-5 secs, and the temperature close to 100 C. When I had just bought the laptop it didn't do that but, 2 years later it started being like that. Aloso the fans ramp up to 5000 rpm and it gets really annoying. The only fix I found is to turn off turbo boost so the cpu would stay at 2200 mhz and the tdp to around 12 watts. But that's not a very reasonable fix ...... anybody know how to fix this?

    NO NOT GOOD AND NOT NORMAL
    Considering the age of your laptop I would suspect clogged fans an a combination of it recesntly being updated to bios 1.07+ which is overvolted
