A515-52: High fan speed low cpu/gpu, I don't think this is normal, please check image

As you can see the usage is not high, why is the temperature that high?

    Hello,

    Long story short, my laptop has been acting weird recently. the fans are constantly at least 5500 rounds per minute and can go up to 5,800 per minute simply when I am browsing and even when playing it remains the same.
    The temperature of the CPU varies between 74 and 97 degrees celsius
    The temperature of the GPU varies between 70 and 85 degrees celsius

    Both whether playing or not playing (heavy use or not) it's always the same, when I turn off cool boost on nitro sense they go low to 2,300 and then they go back up. When I put my laptop to sleep and launch it back WITHOUT logging to my windows, fans are not making any noise or being fast as soon as I log in it's rushing up.
    I have opened my laptop and cleaned the fans because there was a lot of dust but still it's the same.

    I currently have my laptop at 18% CPU usage and 7% GPU and fans at 5,800 and temperature above 90 degree Celcius for CPU and 80 for GPU.

    I have an Acer Nitro A515-52
    Intel Core i7-8750H @ 2.20 GHz 2.21GHz
    16GB RAM
    Nvidia Geforce GTX 1050 Ti
    64-bit Windows 10

    Any help would be appreciated.

    Update: After changing my maximum processor state from 100% to 95% while plugged in, the results are the following:
    Which I still think it's a bit higher than usual especially since I am not doing much on it and seen others with as low as 40
    Anything I can do?
