Is there an after warranty parts approval process?

I currently have a parts order in with a local laptop repair shop for a replacement battery for a 4 year old Predator Helios 300 and am being told that Acer takes forever to respond to such requests and could arbitrarily deny them even if they do have parts available. Never heard of this before and am wondering if this is true with Acer products. Has anyone else been told this or has experienced this when attempting to order parts from Acer for an out of warranty product?
