My AX3-100-EB11 won't restart

My AX3-100-EB11 won't restart using the windows dropdown options (restart/shutdown/sleep).  It also won't restart when loading software or windows updates.  Shutdown and sleep functions work fine.  The RAM seems to be ok (I've increased to 16GB and have swapped modules to troubleshoot along with a windows check).  I've reset the bios using battery and jumper methods as well as resetting factory defaults in the bios menu.  When I reset the bios I do get a "CMOS checksum error - defaults loaded".  Is that normal for a reset of the bios?  I've removed the original hard drive with a few bad sectors and have Windows 8.1 now installed on an SSD (the machine now boots in a few seconds and many times faster than our new gaming computer).  I removed the power supply to examine for physical damage such as a burnt capacitor and it looks fine.  I can't see any physical damage on the motherboard.  I've tried disconnecting various devices to see if that would make a difference.  Any other ideas anyone?  I'm not ready to give up yet.  I believe there is something latched in the CPU that somehow needs to be reset to factory condition.

The CMOS checksum error typically means the CMOS battery has failed. Just drop a new one in, go into BIOS and set defaults, then save and exit. Things should go back to working fine.
