The way that I see it:

Aspire tc 895-ua92 has two models, one for i5-10400 and the other is i5-9400.

i5-10400 runs faster than i5-9400, why is it selling cheaper than the i5-9400 model for TC 895-UA92?

Look at the back of the PC for the PSU, you will notice the i5-10400 one has three screws , which looks smaller than the one with i5-9400, which has 4 screws. The one with four screws can use standard "SIZE" ATX PSU ( even though it is still a proprietary PSU, using one 15-pin to 6-pin SATA to SATA power connector cable will make it functioning exactly like typical standard ATX PSU). The PSU of the i5-10400 is purely proprietary. It is not ATX or Flex ATX standard. You will have a hard time finding an appropriate PSU upgrade if you want to use a GTX 1650 series GPUs ( as they demand something more than 300W that is shipped). I think GTX 1600 series need something close to 500W.
However, if you are willing to drill holes, you still can find some FLEX ATX PSU to be used for upgrades at a higher price for this i5-10400 model.

I saw some gtx 1650 doesn't require extra power from psu, they can work by getting power only from 16pin PCI card holder , can i insert that in it ?

I am not sure what 16-pin PCI card holder that you are talking about. Are you talking about two 8-pin PCIe power connectors to graphics card? Just don't think the 300W PSU that comes with the TC-895 is enough for GTX 1650.

this is an all to common issue with this particular model, the PSU is non standard so you cannot get enough power to the GPU to make it function properly without completely changing out the PSU
