White borders around the edge of the screen - Predator Helios 300

My new Acer Predator Helios 300 (2019) has this weird issue, it has some white borders of thickness ~1cm from the edge of the screen. 
It doesn't look like it's hardware related because if I take my mouse over that part, it changes no color.
I have tried reinstalling the Intel HD Driver which didn't work. I tried to search online about this issue and found someone with the exact same issue but it didn't have any solutions (that was Microsoft forms)
I have attached the image of how it looks like. 
This does not happen all the time, only for 5-10 minutes then goes away then randomly comes back.

    Hi @nityoday,

    Please try re-installing the operating system and check...

    I think it is hardware related now.. Because mouse is white and white border is invisible on white. I can see this overlay in booting screen also, so I don't think reinstalling OS will help.
