Iconia W700 CPU stuck at 800 MHZ in balanced power mode

Hi all,

 

I've been having some problems with my tblet and was wondering if anyone has seen anything similar. Basically, monitoring the speed of the CPU, its performance has been all over the place. I noticed that it was running really slowly and upon running Intel Extreme Tuning utility I noticed the clock speed of the CPU was stuck at 800 mhz and never moved.
 If I changed the power management settings from balanced to high performance it clocked the CPU all the way up to 2.6GHZ and left it there. This causes the tablet to run hot so the fan is constantly on.

 

I figured this wasn't right so I reinstalled the tablet from the recovery disks. Then it started showing different behaviour, in blanced mode the CPU would sit at 800 when idling as before, but when busy it would clock up to 2.6GHZ before settling down again. It carried on like this for a while but now it's gone back to its previous behaviour of never moving from 800 MHZ.

 

This is all happening when plugged in, not on battery. Anyone any idea what's causing this? It's infuriating.
