Swift 5 Keyboard

I'm looking at the Swift 5 (sf515) and had a few questions about its keyboard.
On the Fn row, the first button on the far right, I assume, is the power button. To its left is insert/delete.I assume you can hit the insert/delete key to insert, but how would you engage delete (or vice versa)? Would you also have to hit the Fn key?
I got the user manual from Amazon, and on the top of pg. 16 about the "Hot Keys" it says: "To swap the hotkey and special function of the F1 to F12 keys, change the function key setting in the BIOS (to open the BIOS press F2 when starting your computer, then select the Main menu and change Function key behavior to Function keys).(Specifications vary depending on model.)"
What does that mean? Would I be able to set up one of those Fn keys - say the "scr lk" key - to be the delete key or the insert key instead (so they wouldn't be the same key)?
Also, would I be able to set up one of those Fn keys to open my web browser? Would I be able to set it up to open the web browser but to a different page other than my home page? (It would come in handy at times.)
