cpu speed and temp

having the helios 300 2020 rtx 2060's version is it normal to have my cpu running at almost it's full speed 4.5 ghz i'm not sure if that's normal but it became about 90 degrees hot just doing nothing i have the laptop for exactly a month now and for some reasons i wanted to reset the laptop so when i did it became like this does it have anything with how the temperature gone rogue but then i thought that it has something with the turbo button maybe it was glitchy or something so i turned it on then off the somehow i thing the things are going back normally i just want to make sure that it doesn't do that again so if anyone can see something that i can't see please help 
also can any one tell me if the 10th gen laptops are able to be undervolted or not thanks

    Laptop temps vary with ambient temps especially in summer and in hot climates and “4.5 ghz i'm not sure if that's normal but it became about 90 degrees hot just doing nothing” is normal for minimal periods as your cpu will not run at 4.5ghz all the time and the same will be with your temps. Your Helios 300 2020 RTX 2060 is designed as a gaming laptop and to handle high temps, that is why its got CPU/GPU individual fans and all the appropriate hardware for high heat and heat dispersion. As far as “if the 10th gen laptops are able to be undervolted” no they can’t as Intel has disabled ‘undervolting on its 10th Gen cpu’s”
