Acer VN7-593G 2017 aspire laptop fans not kicking into gear under heavy loads

As of late, and for seemingly no reason whatsoever my fans have not been revving up when my GPU/CPU is under heavy use. I don't have a fan monitoring program but just based on the sound they are running at roughly the same RPM at 80 all the way up to 95 Celsius (Automatic shutoff point for my GPU). At 70 there's practically no fan noise at all. Just the day before my laptop was operating normally, fans sounding like a jet engine even at 65 and keeping the thing pretty cool. This is not some alternate heating issue. My thermal paste has been reapplied recently, fans cleaned out, CPU undervolted, laptop base raised, etc. This is an issue with how the fans operate. I've experienced this same level of fan activity before, when the coolboost feature has been turned off. Up until now for this reason I have kept the feature on. Now with it turned on, the laptop acts as if it isn't. I will list below the following things I've tried:

1. Reinstall acer quick access
2. Manually turn on coolboost in regedit
3. Install older versions of quick access
4. Update CPU and GPU drivers
5. Update windows to the latest version

There have been no major changes for my system between yesterday (When it operated normally) and today. I did not update the bios, windows, my drivers, or software of any kind recently (Except in my attempts to fix this after the problem had already surfaced). Any help with this matter is appreciated.

    Just did it to no avail. Removed the hard drive while I was at it and did a full windows clean install on my ssd. That fixed it. Looks like it was a software issue, not hardware

    Here's the CPU and GPU fanspeed temp specs. Any rpm changes slightly above 80* would seem hard to detect by sound alone especially with two fans going at the same time likely creating beat frequencies. Any perceived differences might simply be due to changes of the surface upon which the laptop sits. Jack E/NJ

    I'm not entirely sure what you are trying to say here. I will explain my issue more simply. My laptop fans used to be loud. Now they are not loud. When playing games they are not loud. When playing games my GPU and CPU temperatures would max at 85 Celsius when the fans were loud. Now they blow past that going straight to shutoff temps (95-100 C).

    Do both CPU and GPU temps reach 95*+ at about the same time? Or does one reach it sooner than the other?  Jack E/NJ

    GPU voltages on the 1060 card can't be modified directly, whereas I am undervolting the CPU. The GPU as a result of this will reach shutdown quicker. I don't see how this makes a difference. The GPU has always been hotter in this machine so of course it would shut down quicker
