How to unlock brand new Chromebook R11.

First power on and chromebook is locked. Can't set it up, nothing. It's not associated with any accounts, it's dead weight.  Called support and was told it's past warranty???  Just purchased and arrived, brand new, bought from Walmart and about to return it.  I called support and input my POP but I'm not giving it more than 2 days as my kid needs to start school and this was better than what the district had. So far, not so much.

Open your Chromebook's lid. On the login screen, look at the lock next to your name. The lock will turn green when the Chromebook recognizes your connected phone is unlocked. Once the lock turns green, tap your profile picture to unlock the Chromebook.

I did a procedure I found online and it seems to be ok, but not what I'd expect for a new product.

Jeyam, the chromebook had never been used even once.  There was no connected phone, no account, no name.  It was first time turned on.

Is there any chance they had it setup as a demo machine at the store?
