When my laptop starts, the left-side USB port does not get power, till I reconnect the connector

My Aspire A315-53 laptop works on Windows 10 64 bits.

The laptop has 3 USB ports: One USB 3.0 port on the left side, and two USB 2.x ports on the right side.
  • On each of the two right-side USB ports, I have connected one MyPassport USB HDD.
  • On the left-side USB port, I have connected a USB hub.
    To this hub, I have connected a dongle for my cordless mouse and a HDD.
When I start my laptop, the HDDs connected to my right-side USB ports behave as if they are internal disks.
They do not require extra time to get recognized and "become ready for use". 

But the USB hub connected to the left USB port does not get power at all.
As a result, both devices connected to the hub don't work (the cordless mouse and the HDD).
Each time I have to disconnect the USB connector of the hub, and then reconnect it.
After this, the mouse starts working; and after a couple more seconds Windows recognizes the HDD, and gives "Dive is ready to use" message.
After this moment, both the mouse and USB port work normally.

I Googled, but could not find why only left-side USB port is affected; but not the right-side USB port.

Is there any way in which I can avoid this hassle?
