It depends on which model you have. The key likely will be your power supply, if you have a 300W or 500W you will need to upgrade the Psu before putting the card in. Other than that there shouldn't be any issue. Of course measure to make sure there's nothing in the way...

The Acer Orion 3000 comes OEM with PSU 500W and as you have quoted the MSI GeForce RTX 2070 Super Gaming X Trio 8GB needs a PSU 650W so you have to change the power supply to I would suggest a PSU 800W so that it has enough power and your system has power for other peripherals. Btw the latest Acer Orion 3000 Intel® i7-8700 comes with an NVIDIA® GeForce® RTX™ 2070

Is the power supply modular on the Orion? I am looking at one with an rtx 2070 with a 500w psu. Just wondering if i can upgrade the psu to eventually upgrade the GPU?

It depends on which model you are looking at. All the current ones use ATX12VO power supplies and third party versions are hard to find, so 500W is the largest that can be easily found. That will handle a 3070 but not a 3090...
