My acer nitro 7 is barely a week old and when charged to 100% windows is only estimating 3hour.

Between 3 to 4 hours is to be expected from a gaming laptop.

Time estimates really do depend on many things for example:
    • What you have installed, some things are running in the background for sure.
    • What you are doing, it's not the same to be running Crysis :D, than to be typing text in notepad.
    • What you have connected, 2.5'' external drives typically draw power from the USB ports, same with mice and keyboards.
    • The screen brightness level, that's another one of the things that consume a great deal of energy.
    • The network you're connected to, if it's a 2.4 GHz one or a 5 GHz one and some of its parameters.
    • ... more things I can't come up with right now.
So when assessing whether it is normal for that to be an accurate time or not, first look at the battery health. There are plenty of apps, BatteryInforView for example is one of them:

If everything looks right in there, as in, the degradation of the battery is not nuts, then look at what is running in the background and what you're doing with the PC. Look at which programs start by default (for example, Ctrl+Shift+Esc for the Task Manager and then the Startup tab), and the power plan you're using, whether you're running in balanced mode, better battery, better performance, etc.

There's just too many things that influence the consumption, but yeah, look at what is running in the background and close what you don't need.

my laptop is just idling with no apps open at all. screen brightness set to the lowest setting. According to BatteryInForview my battery health is at 98%. yet estimated battery time is under 3hrs even though acer claims it to be 7-8 hours

Never heard a Nitro user to have reached over 4hrs ever. There are a lot of reviews in the net and all of them are pointing this subject.
