High GPU usage but low FPS

So i recently bought this laptop Acer Aspire 5 that come with mx350  and everytime i run games even a cpu intensive game like dota 2 the gpu usage would be at 99-100% all the time meanwhile cpu is hovering around 45-55%.tried few solutions like setting max performance in nvidia control panel and set to mx350 as main. All the driver is updated and i play with charger on still i averaging at 22fps in pes2020 lowest setting at 720p.it seems like mx350 is bottlenecking the cpu badly

test on 2 games only which is dota2 and pes 

as in the pic GPU1 is MX350 and GPU2 is Intel UHD integrated

If you're sure GPU1 is the MX350 then there's very little you can try if you have already gone through driver updates.

But, just in case you're running 2004, the settings for which graphics card to use with which application have switched places. They're now in the OS settings and not in the respective GPU control panels:

Settings -> System -> Graphics settings (blue text link down at the bottom) -> Graphics performance preference.

That's where you have to specify which card you wish to use with which app by default now.

unfortunetly the result is the same eventhough i change the setting in windows setting
