My laptop is super staticy and slow when the charger is plugged in. Anyone know what the issue is?

I saw an answer to a different battery question and my problem seems similar except about 10 times worse. When my laptop is plugged in, it feels like its melting, also it beeps a lot, but in no discernable pattern. When unplugged it seems fine, although one of the games I tried was also running pretty slowed. I opened it up and I didn't see a huge accumulation of dust or anything. One answer I saw mention "static charge accumulation" as being a possible problem in the laptops battery. They said to fix it you should let the battery run out of charge and then recharge it, which I tried once but will try again. I hope this fixes it.

    JonathanLerner check your battery wear with either hwinfo or battery bar pro if more than 20% consider replacing it its faulty the cells are dead they will not hold the designed capacity anymore also check your adapter with a voltmeter to see if its outputting the correct voltage in order to power everything if your battery its fine you could try to recalibrate it completely discharge and recharge repeat the process 3 times you can also uninstall the acpi driver perform a battery powerdrain followed by a bios setup defaults and let windows reinstall it  also you should provide the full model of the laptop either way good luck :)
