still "no bootable device found" after trying to boot from USB .

(this a re-opening of an earlier post that was wrongly marked "solved")
i am tying to fix my old Acer Aspire V3-771 . It doesn't boot any further then the Acer startup screen and then shows "No bootable device found"
this problem occurred when the laptop was hit on the keyboard when it freezed in a simple program an didn't react anymore. (act of my brother who was in a divorce 😣 )
in the Bios all hardware is shown . memory's and drives .
i have bought a new Hard drive which is recognized in the BIOS .
and I have made an USB with Windows 8 ISO file via the tool provided by microsoft (so it should work)on my other laptop. I haven't tried Rufus . cause when changing the boot order to USB HDD first and then booting from usb "no bootable device found " always shows up. Also no drive shows op in the bootmanager F12.
Is this because the usb-stick recovery is only for the windows that is installed on the computer it was created on??
i do not know where to look next to find the problem?
I suspect some sort of cable is damaged and there for doesn't find any device to boot from.
i have contacted Acer and they are sending a recovery DVD with the windows original on the laptop.
Does anybody know where I should look or what to do to get it to boot back up from the usb . or to fix so the hardware so it finds a bootable device?
I should say that the bios is version 2.20 and it is I UEFI mode
