Problem with undervolt

The undervolt in my laptop doesnt seem to be working. I initially was using XTU to undervolt and whenever I undervolted temps went down to about 79'C. Then later I used throttlestop(which I heard is better) and applied the same undervolt settings. I wanted to check if the undervolt was there through hwmonitor and there was a voltage offset. I checked the temps and wanted to check them without the undervolt. But when I turned off the undervolt in throttlestop, there was still a voltage offset in hw monitor. I restarted the laptop and opened up XTU, previously the undervolt was in throttlestop but now it highlights in XTU. So I reset it to 0 and checked temps(this time hwmonitor showed 0 voltage offset) but the temps were just the same as before. I am not sure if this undervolt is even applying. (its quite long so in case its not clear as to what i am conveying pls do ask)
