After a failed Windows 8.1 Install I can no longer access UEFI using F2

PC is stuck in a boot of the failed installation, which asks you to reboot and start again.
I have a bootable USB but UEFI is so screwed in won't even try to load it

    We're going to need some more info... What computer do you have? :) Can you get into the BIOS by clicking the F2 quickly before the Acer logo shows up? What about trying Fn-F2?

    OK Guys, So I am using a Switch 10E SW3-13. I've had it since 2016 and it was working ok but I decided to do a fresh install in the hope of perhaps speeding it up. Created a restore media just in case, this was a good decision because it did fail, could not however get the machine to boot from USB. 

    After some research, I realized I needed to set a password on the UEFI in order to disable the secure boot setting and boot from USB, it's not really obvious you need to set the password first, it just looks like you cannot change the settings at all.

    Once you set a password on the UEFI (Bios to us old schoolers) those options become available. 

    Fresh install now complete but not without a few fails along the way

    After a fresh install, I needed to unpair the dock and tablet using a code generated online before the hard disk in the dock could be seen by the operating system, also not very obvious but followed a good youtube video.

    Great to hear! You shouldn't need to disable Secure Boot though, if it's Windows you're installing and the bootable USB is created properly that is. All of their boot code is properly signed.

    If you already have a Windows installation image (an ISO) these would be the appropriate options in Rufus to create a USB stick that is bootable under Secure Boot in UEFI environments (and switching the partition type to MBR will change the other settings accordingly for it to be bootable in older non-UEFI computers):
