how to solve windows 10 shutdown issues once and for all? (fans and keyboard lights are still on)?

Hey guys,
I have Acer Nitro V, model AN515-52 running windows 10 64-bit
I'm having shutting down/sleep errors in my laptop.
After I shutdown the laptop or put it into sleep mode, the screen goes black and keyboards lights and fans keeps on working.
It stays in this state as long as it runs out of battery or I force shutdown.

Earlier, this happened in almost every time I shut down/sleep my laptop.
Then after I installed the latest BIOS update for my laptop, the issue seemed solved.
But it wasn't. I had the issue again but this time it happens rarely (like once for two days).

After some research I found that it has something to do with Intel Management Engine Interface drivers.
And the solution they have mentioned was to downgrade the Intel MEI drivers to version 9.5.
But I could not find old Intel MEI drivers for my laptop. Intel only provide the latest version.

If you guys know how to fix this, please help.
