Why can't I boot Veriton X2631G with second RAM slot occupied?

I want to increase the memory of this machine.  I purchased two new memory modules and when I put them both in, I get the long POST beep.  I have blown the slot out with air.  I have made sure that the modules are seated properly.  I have the latest BIOS update (the latest one I found on the ACER site).

The old module works in slot 1. 
Each of the new modules work in slot 1. 
When I try any combination of two modules at the same time, I get the long POST beep. 
When I try any of the three modules (alone) in slot 2 I get the long POST beep.

    Can confirm that it was the second slot that was not working.  I was able to try these memory modules on a different computer with the exact same specs and they worked fine.
