Xb270hu Refresh Rate/Resolution/Hardware???? issue

I got a monitor earlier yesterday and as I was messing around with windows settings to adjust the refresh rate because for some reason it was showing as 60Hz when its capable of 144Hz. There were a few issues that arose, 1. Every time I increase the refresh rate somehow it drops back down to 60Hz, and when it doesn't drop back down I lose a lot of quality. 2. There is a weird flicker of light that is noticeable when looking at a bland/blank screen. 3. After adjusted the refresh rates and resolutions/returned them back to what they were, a vertical red partially dashed line that goes from the bottom left corner up about a third of the screen has appeared and nothing has fixed it. I am using a cheap 4k digitalport cord to connect the monitor to the pc and I'm also running a different acer monitor to the left of the one I'm having issues with using a HDMI. I've already uninstalled some drivers and nothing fixed it. I'm using a Ryzen 5 3600, a MSI x570 mobo and a Evga Nvidia GeForce RTX 2060 GCU. Thank you for all advice in advance!

    Also the redline is partially transparent. I can see my cursor through it if I look really close.
