How to fix gpu core clock dropping to 300mhz and games using integrated graphics instead of Dedicate

My acer predator helios 300 ph315-52 i5 1660ti ran into issues since couple days ago where my fps would drop dhe to core clock dropping to 300 mhz even in turbo with high performance settings and power plugged in .My games use integrated graphics instead of dedicated gpu for eg in fortnite cpu utilisation 100% integrated 75% and nvidia gpu 12% temps would reach 80-90° cpu and 70-85° gpu with max fan speed  i tried setting the game to use nvidia through nvidia control pannel 

Tried 
Driver updates clean
Windows reinstall 
Setting game to use nvidia high performance 
Older stable updates bios update 

I suspect this started happening after the windows update but i can be wrong
