test with another power suppler to see if it works. I have a desktop with the same issue, I opened the case and removed power supply transformer, it was full of dust caused overheat, I cleaned it and put it back, everything is ok.  some of Toshiba laptop with AMD cpu has the problem of overheat and it shut down the system anytime, I had to replace the CPU, or place a external cooling pad, it might be working.

Common problem with the E627, and other laptops that use the same logic board is they have suicide CMOS batteries. If the CMOS battery is below around 2.8v, the laptop will act erratically. If the voltage goes lower than that, or the battery is completely flat, the laptop often won't even power on.

Unfortunately, ACER decided it would be a great idea to solder the CMOS battery to the logic board in a location that is not accessible without completely disassembling the laptop. The battery is a CR1220 with solder tabs, but I'd recommend replacing it with a slim CR2032 battery holder on wires, and relocate it under the Wifi card in the Wifi bay.

You can still get CR1220 batteries with tabs from the usual suspects (Mouser, Digikey, Ebay, Amazon, etc.), but I don't really recommend it. The CR1220 doesn't last as long as a CR2032. I just had to replace mine again in my E627, it only lasted about 3-4 years. CR2032s can last 10+ years.

With the age of this laptop (14+ years), you can expect any E627 or similar model to have a flat CMOS battery. So don't get discouraged if you find your old E627 doesn't power on anymore and think its dead, just change the battery. Once you get the logic board out of the case, the battery is located near the Wifi card slot.
