where should I send a formal complaint?

I sent my laptop for repair at beginning of February. It took them 3 and half month to finish the repair (no parts at first, then lockdown,....., a long story). They sent it back in late April but wrote a wrong address so it got lost!! They offered refunding the money. But weeks passed they still haven't done it. 4 and half months, Acer customer service is creating an world record!!!!!!!! And they are still making it longer!!!!!!!!
