Micro Stutter problem - Nitro 5

Alright. In a nutshell? This is what happens:

My framerate stays at a stable ( High ) framerate, like 150. For about 5 - 10 seconds. Then Drops down to 15 for 2 seconds. And then goes right back up to 150. And that with every program i use.

I have tried everything, from a task prompt to repair windows ( Which did actually repair some corrupted Windows files, but not my issue ) Updated everything, Have a scheduled thingy that automaticly wipes cash ram memory every 5 mins. Have a game booster. ( Razer Game Booster ) 

And now. I'm just clueless to what to do. Reinstall windows? Do you have any other solutions?

Plus, yes i had my Laptop plugged in / charging while using it. So that didn't affect the performance either.

I ran a benchmark test. which said my graphics card was underperforming, so that may be of help to you.

I have a Laptop ( Acer Nitro 5 )

Specs: 16 gb ram - GTX 1650 4gb dedicated - Intel Core i7 9750H - Acer
