I'm not sure I know what you are asking... Is it the staticy looking bands at top and bottom of the screen? I'm guessing the image isn't supposed to have them? Do you see it only in this game or do you also see it in your Desktop?

Ok, they shouldn't be there. We need to see if the problem is the monitor or the video card. When you boot the system into your BIOS do they still show up? If not then the problem is likely the Windows drivers. If they are there in the BIOS then it's not drivers. Can you connect the monitor to a different PC? If it is still bad on a different PC then it is the monitor and you should start the warranty or replacement process.

Firstly, what is your desktop model number and what is the exact RTX 2060 Super model, as there are allot of variables? But, this should definitely not be happening with your GeForce RTX 2060 Super (unless you overclocked it and done something to damage it?) as these cards are only 10 months old since they were released on the 9th July 2019, if there is any fault(s) with the RTX 2060 Super then take it back to where you bought it from, don't touch it.

Also, try to totally uninstall NVIDIA drivers and reinstall the newest driver for the GeForce RTX 2060 Super which is the "Game Ready Driver" version 445.87  WHQL from here: https://www.nvidia.com/Download/driverResults.aspx/159423/en-us or take it out and check its pins, wipe them and the PCIe plug on the motherboard or check your power supply, with the GeForce RTX 2060 Super you have to have a minimum 500W plus power supply unit. There could be allot of variables that could affect graphic card performance and faults but the most and basic that you should do is set these settings to:
    • Right click on the desktop>Nvidia control panel>Manage 3D settings>Global settings>Open GL rendering GPU>select the 2060
    • Under program settings select "a game that you play" then Open GL rendering GPU select the 2060, apply settings.

Yeah, if you didn't see those bands on your brother's computer it's not the monitor that's acting up. One bit of relief anyway! :) You can work as StevenGen suggests on the drivers for the 2060, but if the 2080 ti is getting close to delivery you could just wait.
