I saw that Acer pre-installed 32 bit Windows 7 on some V5-431.  It's slightly possible that some models are limited to 32 bit OS.   So I guess you could try 32 bit Windows 10.   I would try to create the USB with Microsoft's Media Creation Tool instead of rufus.

Or you could try a 32 bit UEFI bootable Windows 10 by downloading Windows 10 1803 (April 2018) from here.   And use rufus both ways....GPT, UEFI (non CSM) FAT32     or     MBR, BIOS, NTFS

The newer ISO won't allow FAT32 for UEFI from here so you have to use 1803 (April 2018) for FAT32 UEFI boot.

Time consuming and probably not worth the time for that old of a laptop and if you removed the HDD and all other media, and still can't get in to BIOS settings.....that's not good.

    I'm not an Acer employee.

Please stop!!! This is a traditional BIOS machine!!! Not UEFI bootstrap. It originally had factory installed Win7!!!  If you tried to install the UEFI firmware it may now be totally bricked. What firmware did you try to install/ Jack E/NJ

As mentioned earlier, the  bootable  Win installation iso stick must be prepared using Rufus for both MBR/GPT disks. The HDD probably should first be cleaned and MBR partitioned with Diskpart from the command prompt using the troubleshooting section of the installation stick. I agree the failure to access the BIOS with F2 is troubling but it may also be set for alternate function key behavior so perhaps FN+F2 should be tried. Jack E/NJ

Yes, but does it at least boot to the Win installation screen from the pendrive? There should be a troubleshooting/advanced section on that pendrive screen. Jack E/NJ

    (1) Have you tried to boot the pendrive from each USB port? Sometimes  USB3s can be finicky.
    (2) Does the pendrive boot another working machine?

Well, at this point, we have nothing to lose by trying to reflash the BIOS using the FN+ESC cold boot method. If you're game, download, unzip & run the following firmware https://global-download.acer.com/GDFiles/BIOS/BIOS/BIOS_Acer_1.22_A_A.zip?acerid=635035884703068370&Step1=ULTRA-THIN&Step2=ASPIRE&Step3=ASPIRE V5-431&OS=ALL&LC=en&BC=ACER&SC=PA_6

In the Windows subdirectory, copy VA41122.ROM  to a FAT32 USB stick with an activity LED. Rename it to VA41122.FD. Insert the stick into one of the V5's USB2 ports.   Plug the charger in. Press & hold the FN+ESC keys. Then turn the machine on. Don't let go of FN+ESC till after you see USB LED activity which should start within 10 seconds. The machine should shut down or reboot if successful.

One last possibility. The keyboard ribbon connector to the mainboard might've come loose or needs re-seating.

If still no joy with the KB, then it looks like the BIOS chip's boot section may have somehow got damaged/corrupted and can't even read the USB ports. Usually doesn't happen with a Win10 upgrade like this even with a power outage. Unless of course he also tried to upgrade to the latest BIOS 2.18 update which has a much higher risk for something like this. Assuming the chip wasn't physically damaged, ACER non-warranty repair service can probably restore the chip. I think the charge is somewhere around $100USD plus shipping. Sorry. I think you've tried about all that can be done for your buddy. Jack E/NJ
