Try aborting (hold down power button) three times at the logo screen - should go into repair mode. I'd try startup repair first. May have a corrupt driver.

After doing what @GAMING6698 suggested, if the blue lines are gone, then it's mostly caused by software error rather than hardware. If this is the case, the worst scenario is to reinstall everything, including the OS, which would cause data loss. If there's no crucial information that you haven't backed up, this may be the fastest way to repair it as it's guaranteed to fix the problem.

    Hi,
Maybe you can run it on 32 bit mode and also reinstall the os by clesn start or go to safe mode and see it that fixes. You can also try low resolutions or troubleshoot or reinstall display drivers from intel support
or go to control panel and see gnenric pnp monitor and reset it to default settings or try to run at lower refresh rate or hertz from settings or intel gpu control panel and also disable display override from settings if possible.

    Hope it works.
