Does Underclock/downclock CPU safe?

I've recently undervolting my Helios 300's i7-9750H CPU and also downclocking it (for thermal reasons). Undervolting is completely safe, but I don't really know about the underclocking. Does underclocking safe to do and if yes,how  much underclocking is considered safe?

    Hi,
    Yes, it's perfectly safe, if you underclock too much you will notice performance decrease, so start with a small number and monitor the temperatures, when you reach a satisfactory temps and acceptable performance level you can stop underclocking further.

    So even with performance decrease, it's perfectly safe even if the device is plugged-in and should be running at full power?
