I plug in my laptop (with or without the battery) and it turns on by itself and there is a quiet beep (2 short beeps) and the laptop just doesn't do anything. Doesn't shut down with me pressing and holding the power button and keeps heating up without the fan running (it very briefly turns on in the beginning). I've tried removing everything and leaving just the motherboard and the screen. Removed and replaced the cmos battery and tried different ram. What does the 2 beeps mean and is there a way to fix it?

I dont want to buy a new laptop yet because it is a good laptop (if it works) and getting a new one is just wasting resources.

It sounds like you have a bad fan. But being unresponsive says it might be your motherboard. Try unplugging the battery removing the HDD and ram. Plug it in and try booting it up.
Also, is there any burnt odors?

Usually if the fan is bad it wouldn't start with the laptop even briefly. Lets try all angles
