Is it normal for fan to work in full speed in BIOS? Model: Aspire 5 A514-52g

I have just bought an Acer laptop model Aspire 5 A514-52g with no OS. I have installed Ubuntu 18.04 and having no problem with fan during my daily usage. It operates normally when laptop is idle or working full load according to temperature. However, when I am in BIOS, fans starts to work in full speed. Is this normal behavior?

P.S: I know that fan automatically acts according to temperature and all but there is nothing going on in BIOS and laptop is cool. I have never encountered such a thing and am worried that there is a problem with my laptop.

    I think it not a proplem bec my helios 300 does the same when flashing new bios
    I thing its i safety procedure bec there is no fan curve i think when you outside of an operating system so the system pushes the fans to its max to encounter any thermal problem that might happen so that the cpu doesn't go to 100° or something if you have a weak fan
