Shortly before reaching 100%, the battery constantly alternates between charging and not charging for the past couple of weeks.

Yes, I've already tried
  • doing a battery controller reset (aka Microsoft ACPI-Compliant Control Method Battery)
  • resetting the battery via the pinhole on the back
  • calibrating the battery
  • updating the BIOS
This is my battery report. Is this a hardware or a software problem?

How about trying a different charger or is the charging port issue ?

I would have to buy a new charger for that, but since there seem to be a lot of other people who have the same problem, I'm skeptical. It would be a relatively small price to pay though, so I'd be happy if that was the issue. I don't think it's a port issue, I feel like if that was the case it would constantly start and stop charging, not only once it reaches a certain percentage.

I do see you have done all possiblr step to fix, so try with different charger and check once. Still if you have issue than it might be hardware, than you need to send it to Acer for repair.
