Nitro AN515-51, Stop-and-Start Charging

I'm at the end of my rope, so I'd like to see if anyone can help confirm what the problem is. The laptop in question is an Acer Nitro 5 running Windows 10, over 2 years old.

The problem started a little less than a month ago. I noticed my charger would stop charging and resume charging. The interval between the stopping and the starting were consistent (about the same amount of time would pass each time for both stops and starts). Eventually, I came to realize that this only happens when my laptop is charging above 80% or so. It charges fine and smoothly below that.

However, the ceiling has been falling. From 80%, the stop-and-start charging then starting beginning at 70%, and then 60%, and then 58% a few days ago. Now, I can only charge up to 54% before the charging stops and resumes, stops and resumes. I had to turn off the sound notification for the charging or I'd go crazy. 

I took it to the place where I bought it and they thought it was because the laptop's battery driver and BIOS hadn't been updated, so they updated it. At the store, the charging seemed to be fine after they did that. But when I took it home, the problem continued as though nothing ever happened.

If it's any help, I also noticed several times recently that if I let my battery hit 30%, a "critical battery level please plug in" notification would turn up and my laptop would promptly shut off. Sometimes when I turn it on after that, the battery would be at 0%.

Would anyone happen to know what exactly is the problem? Is it the battery, the charger, or something wrong with somewhere else in the laptop?
