Model ZC-700G all-in-one stalls at 94% trying to update to Windows 10 Feature release 1909

Our office manager's ZC-700G has BIOS level R01.B0. If I go to to Settings and then Windows Update it gets to 94% and stalls there after several hours. If you go to the Microsoft Windows Download page online and use the Download Tool link and follow the steps, it also hangs without completion after several hours. I temporarily have the network connection set to "Metered" to keep it from trying again, because when it downloads or (is in the "Getting Ready" step) it eats the CPU and I/O to the point where it runs terribly slow. But someday I will need to  actually install the update!

    Try to look in the log files for the update to see where it's failing. Which update are you trying for? Do you have any peripherals plugged in?
