issues at 240hz

i have issue with display artifacts when Windows starts only 240hz , it disappears within 2seconds and goes to normal. but can come up randomly in game, if i switch the refresh rates ingame to lower one and back to 240 it does look normal again.

    I have owned 240hz previously and it definitely did not experience anything like this. Sometimes the monitor turns off and loses any connection with the gpu untill PC restart. The GPU is 5700xt. It is not linked to drivers since the tearing appears before windows has loaded anything. This being only reproduced in 240hz seems like issue with the panel. or windows settings. Has anyone else experienced something similar?

    Every other refresh rate works fine without artifacts on the logon Windows screen
