Undervolted cpu and now cpu usage almost maxed out and GPU usage has dropped

Hi guys so I was playing assassin's Creed syndicate so that I could get started on origins and it was working great but temps were high as usual despite my cooling setup ( lappy sitting on top of my air purifier lulz) so I decided to undervolt using red sands YouTube video
My lappy has the 1060 and i7 7700 config.
While playing syndicate I was getting high cpu usage and almost maxed out GPU usage but now after undervolt things got weird. Cpu usage is almost maxed out ( I re enabled turbo boost) and GPU usage is lesser around 60 70 and also the game struggles to hit 60 fps. How did this happen?

Okay so there were a couple of updates I had to install and my laptop froze once after I started thermal throttling and minimized the game to check temps but, after the restart game has been running smooth.
Although it is still showing this pattern of almost maxed out cpu usage and a little lesser GPU usage whereas it used to be the opposite!! Can anyone explain this?

EpicBunty optimize windows and undervolt it with TS check here for a ready conf for your cpu just copy/paste if you havent already and if still needed repaste it with kryonaut if you can yourself without voiding your warranty or get it done by the service center and dont forget to clean the fans and exit airflow properly while doing so

Yo, I don't think u even read the question at all mate.
I have already done the windows optimization and undervolted with TS. The question was, that how come I'm getting high cpu usage and relatively low GPU usage on my games after undervolt as it used to be the other way around earlier.
