My Acer Nitro refuses to acknowledge the USB dongle until I remove and reinsert it Nitro 5 (AN515-52

I have been using the Acer Nitro 5 (AN515-52) for close to 8 months now. My Logitech B170 had been working flawlessly the entire time till last week. I noticed that the laptop refuses to acknowledge the USB dongle when doing a cold boot or when in sleep mode. I would have to remove and plug in the dongle again to make it work. I am afraid that I am gonna ruin the USB port if I keep removing and re-inserting the USB dongle every time I start my laptop. 

Things I have tried:
1. sfc /scannow
2. Uninstalling the drivers for the mouse/USB root hub from device manager
3. Cleaned registry keys using CCleaner.
4. Checked the mouse on another laptop to confirm that the mouse is not the issue

Things I assume have gone wrong:
1. Corrupt drivers - do not know how to remove mouse/USB dongle drivers.
2. The USB port has some power issues that happen due to left over charge accumulating.
3. The USB actually being the culprit and is failing.

I would be highly obliged if someone can shed some light on what has actually transpired.
