did blanking screen is caused by overuse of ram ?
my screen always blank for a moment after the ram reach over 95 %
I've already uninstall some apps which I think is less useful
normaly after I restart my pc the ram is 39-42%, after I open my work (autoCAD) the ram start increase to 80-90%
is this normal or there is something wrong with my pc ?
and did ram usage is take effect of pc performance ?

Your system is reserving about 1.6 GB so in reality you only have about 6.4 gb available and Cad programs are intensive so that is why your RAM is maxed out and causing the blinking screen.
You need to upgrade your RAM and that should solve the problem. Add another 8gb 2666mhz stick. The link below is to crucial, they guarantee compatibility for your exact model. Write down the part number and buy it from Amazon, it is cheaper and faster delivery.
